How customs clearance in Norway works

Four steps from invoice to released goods. You do the first one, we do the rest.

1
Icon for the step send us the invoice

Send us the invoice

Commercial invoice, packing list and transport document. If you have proof of origin or permits, we take those at the same time. We tell you straight away if anything is missing.

2

We declare in TVINN

We determine the commodity code and customs value, check the origin against the free trade agreements and lodge the declaration electronically with Norwegian Customs. For imports we also report the shipment digitally in Digitoll, mandatory since 15 September 2026.

3

Your goods are released

Norwegian Customs processes the declaration and the cargo can move on. If you are VAT registered in Norway, you pay nothing at the border: the import VAT base goes straight into your VAT return to the Norwegian Tax Administration.

4

Everything is in the customer portal

Declarations, supporting documents and proofs of export are collected in your customer portal. You find them again at a tax audit, without digging through old emails. The statutory retention period is five years.

Normally ready within 2 hours

From complete documents to finished declaration. If it is more urgent than that, call us and we take yours first.

What correct customs handling is worth

Three worked examples of what is at stake in a perfectly ordinary shipment. The figures are calculated under the rules of the Norwegian customs tariff and the Norwegian VAT Act, not taken from individual clients. VAT is calculated on the customs value plus the duty.

NOK 53,500

in duty that disappears

Clothing from Turkey, customs value NOK 500,000. Clothing normally carries 10.7 per cent duty in Norway. Without proof of origin the duty is NOK 53,500, and VAT is calculated on NOK 553,500, which comes to NOK 138,375. With valid proof of origin under the free trade agreement with Turkey the duty is zero, and VAT is calculated on NOK 500,000, which comes to NOK 125,000.

Without proof of origin

Duty NOK 53,500
VAT NOK 138,375
Total NOK 191,875

With proof of origin

Duty NOK 0
VAT NOK 125,000
Total NOK 125,000

VAT registered businesses get the VAT back through the VAT return. The NOK 53,500 in duty is a pure cost, and it is gone for good if nobody ever asked the supplier for the proof.

How to document origin →

Up to NOK 600,000

in VAT exposure

Exports of NOK 3 million without documented export. Sales out of Norway can be invoiced without VAT, but the exemption requires a sales document, a customs declaration and a proof of export (the Norwegian VAT regulation, section 6-21-1). If the exemption fails at a tax audit, the invoiced amount is treated as VAT inclusive: the Tax Administration can reassess 20 per cent of the amount, and a 20 per cent penalty tax comes on top (the Tax Administration Act, section 14-5).

The figures

Export sales 3,000,000, base 2,400,000
VAT: 25 per cent of the base, NOK 600,000
Penalty tax 20 per cent: NOK 120,000

This is a reassessment risk, not an automatic consequence. The point is that the proof has to exist the day someone asks, and it has to exist for every single shipment, not just the big ones.

How to get your proof of export →

NOK 21,133

on a single order

Clothing worth NOK 150,000 from a Danish wholesaler. Goods worth NOK 150,000 plus NOK 8,000 in freight give a customs value of NOK 158,000. Ask the wholesaler about origin before you order, and if the goods have EEA origin he writes the origin declaration straight onto the invoice and the duty is zero. Do not ask, and you pay 10.7 per cent.

Without an origin declaration

Duty NOK 16,906
VAT NOK 43,727
Total NOK 60,633

With an origin declaration

Duty NOK 0
VAT NOK 39,500
Total NOK 39,500

The difference is NOK 21,133, and it was decided by one question in one email before the goods were ordered. We ask that question for you.

Importing from Denmark →

We check the commodity code, the customs value and the origin before every declaration goes out, every time. That is where the money is.

Questions and answers about customs clearance in Norway

Can’t find your answer? Send us the question, and a customs specialist takes it from there.

Ask your question

What does a customs declaration cost with you?

You get a fixed price per declaration, stated before we start, with no setup fee and no lock-in. The price depends on the number of goods lines and on whether the shipment needs proof of origin, permits or transit. Duty and VAT come on top and go to the state no matter who declares.

How fast can you deliver, and what do you need from me?

The declaration is normally ready within 2 hours once we have complete documents: commercial invoice, packing list and transport document. If you have proof of origin or permits, send them at the same time. If it is more urgent, call us and we take your shipment first.

What is Digitoll, and what does it mean for my goods?

Digitoll means that goods brought into Norway must be reported digitally to Norwegian Customs before they reach the border, mandatory since 15 September 2026. From 1 March 2027 the customs declaration itself must also be submitted no later than at the border crossing. Exports are not covered and are declared as before. We report your shipment as part of the job, read more about Digitoll.

Do you help private individuals?

Yes. If you are clearing a car, an inheritance or another larger shipment, we declare it for you on the same terms as for businesses. If, on the other hand, you have received a clearance fee from the carrier on a parcel you ordered, it was the carrier that cleared the parcel, and the fee is theirs. Then they are the ones to contact.

Which countries and modes of transport do you cover?

All of them. We declare goods to and from the whole world, by road, sea, air, rail and express. For trade with Sweden, our sister company EasyTull, registered with Tullverket, the Swedish customs authority, prepares the Swedish declaration, so you get both sides of the border in one case.

Can you arrange the freight too?

Yes. We are first and foremost a customs broker, that is what we do best, but if you need transport as well, we handle the customs clearance and coordinate freight through partner carriers when you want both from one place: between Sweden and Norway in both directions, domestically within Norway, and onwards into the EU. The freight is priced separately from the declaration, so you see what each part costs. The whole role is explained on the freight forwarder page.

Send us the invoice, and a customs specialist replies within 10 minutes

Attach the commercial invoice and the transport details, and you will know what is required, what it costs and when the declaration will be ready. Calling works just as well. If we do not reply in time, the declaration is free.
