Customs broker in Norway: we clear your goods in your name, ready within 2 hours

A customs representative lodges the customs declaration with Norwegian Customs on your behalf and in your name, under your power of attorney, so you avoid TVINN, the commodity codes and the waiting at the border. EasyToll acts as customs representative for businesses across Norway for import, export and transit, and for private individuals importing or exporting themselves. Send us the invoice and the declaration is ready within 2 hours. Call +47 23 65 14 55 or email info@easytull.com. Reply within 10 minutes, otherwise the declaration is free.

What is a customs representative?

A customs representative is a person or company that lodges customs declarations and other messages with Norwegian Customs on behalf of someone else, in that other party’s name. The right to be represented is set out in section 7-21 of the Norwegian Movement of Goods Act and section 8-9 of the Customs Duty Act: anyone with rights or obligations towards the customs authorities may use a representative. The representative must hold a power of attorney from you and must inform Norwegian Customs that it is acting on your behalf. A customs representative can lodge both import and export declarations, start transit and onward movement under customs control, and pay duty and import VAT for you. Source: Norwegian Customs, the import guide and the Movement of Goods handbook on section 7-21.

There is no public register of customs representatives, but electronic declaration in TVINN requires authorisation from Norwegian Customs after a test period

The representative declares, but the importer or exporter is always responsible for the accuracy of the information

The power of attorney does not have to be in writing, but the representative must be able to substantiate it

“Posten is clearing your parcel”

Have you been told that Posten, Bring, DHL or another carrier is clearing a parcel you ordered, with a fee on top? Then that carrier is the customs representative for the parcel, and they are the ones to contact. We cannot change or remove their fee.

Are you importing or exporting yourself, as a business or a private individual, for example a car, a machine or household goods when you move? Then we can help.

Direct or indirect representation, and what the power of attorney means

The law distinguishes between two forms. Direct representation is the main rule in Norway: the representative lodges the declaration in your name and states itself as customs representative, while you remain the declarant and responsible for the information. Under indirect representation the representative lodges the customs duty message in its own name but on your behalf, and then you are both liable for the duty. TVINN currently cannot record who the representative is acting for under indirect representation, so that form is rarely used. EasyToll works as a direct representative. The power of attorney does not have to be in writing under the law, but Norwegian Customs may require us to substantiate it. That is why you give it once, in writing, and it applies until you cancel it.

This is how you get started: you sign the power of attorney digitally, we register you as a customer and verify your organisation number and VAT registration. From then on you send us the invoice for each shipment, and we declare in TVINN, arrange payment of duty and taxes if you want, and file the declaration and all supporting documents in the customer portal where you and your accountant can find them.

Direct

The representative declares in your name, and you remain the declarant. This is how we work.

Indirect

Customs representative, customs broker, customs agent or freight forwarder? Four words, one role

The words are used interchangeably, and they mean almost the same thing. Tollrepresentant, customs representative, is the term the law and Norwegian Customs use for whoever declares on behalf of others. Customs broker and customs agent are the usual English words for the same role, and some Norwegian agencies use tollagent. A freight forwarder, speditør in Norwegian, is a transport intermediary that often also acts as customs representative. With us the customs work is the main service and what we do best, and if you need transport as well, we coordinate it through partners, with a separate price for each part. There is no public register of customs representatives in Norway, but whoever declares electronically in TVINN must hold Norwegian Customs’ authorisation and pass a test period. So ask whether the representative holds its own authorisation, and weigh up the competence, the response time and what they show you afterwards.

Customs representative

Declares in your name under your power of attorney, under section 7-21 of the Norwegian Movement of Goods Act. That is what we are.

Customs broker, customs agent

Same role, other words. The common English terms, and tollagent is the Norwegian variant some agencies use.

Freight forwarder (speditør)

Moves the goods or coordinates the transport, and often throws the declaration in with the deal. The customs price then sits inside the freight price. See what a freight forwarder does.

Tollombud, VAT representative, customs clearance agency …

Tollombud is the Swedish word; in Norway the term is tollrepresentant. A customs clearance agency, fortollingsbyrå, is a firm that only declares, without transporting. A VAT representative is something else entirely: the Norwegian Tax Administration’s scheme for foreign businesses that must register for VAT in Norway without a place of business here. Businesses from most EEA countries, including Sweden, Denmark and Germany, do not need one.

customs representative customs broker customs clearance customs declaration export declaration transit Digitoll TVINN

When do you need a customs representative?

The law never requires one. Businesses can connect to TVINN themselves, and private individuals can turn up at a customs office with the paperwork. In practice, most people use a customs representative in these five situations.

1

Your first import from abroad

Norway is outside the EU customs union, so goods from Sweden and Germany are declared the same way as goods from China and the USA. Customs value, commodity code, VAT and any duty must be right before the goods are released. How an import declaration works.

2

Export, and the documentation for the VAT exemption

Export sales are invoiced without Norwegian VAT, but the exemption requires a sales document, a declaration and a proof of export. If anything is missing at an audit, the Tax Administration can reassess 20 per cent of the invoiced amount. How an export declaration works.

3

Digitoll is mandatory

Goods brought into Norway must be reported digitally to Norwegian Customs before arrival. The driver cannot do it from the cab, so the carrier or the importer needs a customs representative who reports the consignment. Read about Digitoll.

4

Goods with duty, permits or excise

Textiles and foodstuffs carry duty, alcohol and sugar products carry excise, food requires registration with the Norwegian Food Safety Authority, and with the right proof of origin the duty disappears. Mistakes here stop the goods or cost you charges you could have avoided.

5

When things have already gone wrong

A reassessment, an administrative fine, a truck stuck at Svinesund or a representative who has stopped answering. We take over the case, correct the declaration and claim back what you have overpaid where the law allows it.

What do we actually do as your customs representative?

You send the invoice and the freight booking. We do the rest, in your name, and you get the declaration, the tax base and the supporting documents in the customer portal.

Sweden at the same time. Our sister company EasyTull handles the declaration on the Swedish side, so a shipment to or from Sweden becomes one case with one contact person.

Who are you? This is how we help you

A customs representative looks different depending on what you need. Most of our customers are one of these three, and private individuals importing or exporting themselves are the fourth.

You buy or sell goods across the border

A few shipments a month or several a day, from Sweden, the EU, China or the USA. We declare every shipment within 2 hours, keep an eye on the duty rates and rules for your commodity codes and file everything in the customer portal. Fixed price per declaration, no lock-in.

You sell to customers in Sweden, Denmark or the rest of the EU

Many small shipments, returns and VAT in the destination country. We set up the flow: the export declaration, the import on the other side through our sister company EasyTull, and returns handling, so your customer never meets a fee at the door.

You move the goods, and the truck has to keep rolling

Under Digitoll, consignments must be reported before the truck reaches the border, and someone has to act as customs representative for the driver. We report and declare for your customers, with replies within 10 minutes every day 07:00 to 23:00, and you keep the customer relationship.

How to choose a customs representative: six things to check

You give the representative a power of attorney to declare in your name, and you are responsible for the information. Check these six things before you sign.

Do they hold Norwegian Customs’ TVINN authorisation, and do they declare in your name?

There is no public register of customs representatives, but electronic declaration in TVINN requires authorisation from Norwegian Customs after a test period. Ask whether they hold their own authorisation, and whether they declare as a direct representative in your name, as the law presumes. EasyToll holds the authorisation and declares in your name.

What do they promise on response time, and what happens if they break the promise?

A truck at Svinesund does not wait until Monday. Ask for a response time with a consequence. We reply within 10 minutes, otherwise the declaration is free.

Do you get access to your declarations?

Declarations, tax bases and proof of export are yours. The law requires them to be kept for five years, and the Norwegian Tax Administration and Norwegian Customs ask for them in audits. We file everything in the customer portal.

Do they know both sides of the border?

In trade with Sweden and the EU, the mistakes happen in the seam between the export on one side and the import on the other. A representative with a company on each side handles the whole chain as one case.

Is the price fixed and free of lock-in?

One price per declaration, given up front, with no set-up fee and no contract period. Then you can switch if you are not happy.

Do you get one person who knows your flow?

The same contact person every time, who knows your commodity codes and which permits are required. Not a queue.

What does a customs representative cost?

A customs representative charges a fee per declaration, with us a fixed price you get up front, with no lock-in. The price depends on the number of goods lines and on whether the shipment requires proof of origin, permits or transit. Duty and VAT you pay as usual, the representative just calculates them correctly. The expensive part is mistakes: penalty fees, goods standing still and duty you could have avoided with the right proof of origin.

Who can lodge customs declarations in Norway? This is what doing it yourself takes

1

An organisation number for businesses. Private individuals can attend the customs office with a paper declaration, the invoice and the transport document

2

A connection to TVINN through an approved declaration system, or access through a customs representative that has one

3

The right commodity code in the customs tariff for every goods line, and the reasoning behind the choice if Norwegian Customs asks

4

The customs value calculated by the rules, with freight and insurance up to the Norwegian border

5

Knowledge of the origin rules and of which proof gives duty relief

6

Permits, restrictions and excise duties for your goods, which change without warning

7

Payment of duty and excise, through customs credit with the Norwegian Tax Administration or through a representative, and import VAT correctly reported in the VAT return

8

Storage of declarations and supporting documents for five years

9

Time when the goods are waiting, evenings and weekends included

What you remain responsible for, with or without a representative: Norwegian Customs is explicit: even if you use a customs representative, you as the importer are responsible for the import and the declaration complying with the rules. That is why the representative should show you what has been declared and keep the supporting documents. A representative that does not is not protecting you in an audit.

Or give us the power of attorney.

The difference between a representative that declares and one that pays attention

Filling in the declaration is the small part. The value of a customs representative lies in seeing the rule before the order is placed, and in correcting what a previous representative has missed. Two worked examples on duty and VAT:

NOK 53,500

in duty on NOK 500,000 without proof of origin, zero with

Duty of typically 10.7 percent of the customs value, and VAT on top of both duty and value. With a statement on origin from the supplier under the free trade agreement: zero duty. That is the question we ask before the first order, not after. Read about proof of origin (NO).

25 %

VAT on the full value if it is declared as ordinary export

When the equipment comes home, it is treated as an import, with VAT on the full value. Declared out as a temporary export and back in as a re-import: no charge. We ask what is coming home again before the truck leaves. Read about exporting to Sweden (NO).

FAQ

Questions and answers about customs representatives

Can’t find your answer? Ask us and a customs specialist gets back to you.

Ask your question

What is a customs representative?

A company or person that lodges customs declarations with Norwegian Customs on behalf of someone else, in that party’s name and under a power of attorney. The right is set out in section 7-21 of the Norwegian Movement of Goods Act. The representative can lodge both import and export declarations, start transit and pay duty and taxes for you.

Do I have to use a customs representative in Norway?

No. The law does not require one. Businesses can connect to TVINN themselves, and private individuals can attend a customs office. Most businesses still use a representative, because commodity codes, customs value, origin rules and permits take time and knowledge, and mistakes cost more than the fee.

What is the difference between direct and indirect representation?

Under direct representation the representative lodges the declaration in your name and states itself as representative, while you remain the declarant. Under indirect representation the representative lodges in its own name on your behalf, and you are both liable for the customs duty. Direct representation is the main rule in Norway, and it is how EasyToll works.

How do I give a customs representative a power of attorney?

The law does not require it in writing, but Norwegian Customs may require the representative to substantiate it. With us you therefore sign a digital power of attorney once. It applies until you cancel it, and you do not send it to Norwegian Customs.

Am I responsible for the declaration even when a representative lodges it?

Yes. Norwegian Customs says it plainly: even if you use a customs representative, you as the importer are responsible for the declaration complying with the rules. That is why we show you what has been declared and store all supporting documents in the customer portal.

What does a customs representative cost?

A fee per declaration, with us a fixed price you get up front, with no lock-in and no set-up fee. The price depends on the number of goods lines and on whether the shipment requires proof of origin, permits or transit. Duty and VAT come on top as usual.

How fast can a customs representative lodge the declaration?

With us, within 2 hours of receiving complete documents, every day between 07:00 and 23:00. You get a reply to your enquiry within 10 minutes, otherwise the declaration is free.

Can I switch customs representative?

Yes, whenever you like. You give the new representative a power of attorney and cancel the old one. Norwegian Customs needs no notice. Earlier declarations remain valid, and errors in them can be corrected with an amendment for up to three years.

Do you help private individuals?

Yes, when you are importing or exporting yourself, for example a car, a boat, a machine or household goods when you move. We lodge the declaration for you, so you avoid attending the customs office. If you have received a fee for a parcel you ordered, the carrier is the one to contact.

Posten says they are clearing my parcel. Can you help?

No. When Posten, Bring, DHL or another carrier clears a parcel, they are the customs representative for that parcel and the fee is theirs. They are the ones to contact with questions or complaints. We cannot change a declaration another representative has lodged.

Is a customs representative the same as a customs broker and a freight forwarder?

Customs representative is the law’s term, customs broker and customs agent are the common English words for the same role, and a freight forwarder is a transport intermediary that often also declares. Tollombud is the Swedish word. A VAT representative is something else: the Norwegian Tax Administration’s scheme for foreign businesses that register for VAT in Norway.

What does a customs representative do under Digitoll?

Since 15 September 2026, consignments entering Norway must be reported digitally before arrival. The driver cannot send the notification, so a customs representative, the carrier or the importer sends the consignment details to Norwegian Customs on the driver’s behalf. We do it for our customers together with the declaration.

Do you need a customs representative in Norway?

Send the invoice and we declare in your name, within 2 hours of complete documents. Fixed price, no lock-in, the same contact person every time.
