Transit from Norway (T1): safe and correct handling
Transit is often used together with an export declaration from Norway, and is discharged either through an import declaration into Norway or in the destination country.
When goods are transported from Norway to another country, or through several countries before the final customs clearance, transit is often the right customs procedure. EasyToll helps you with correct transit from Norway, so the goods can travel on under customs control and be discharged correctly in the destination country.
We make sure the transit documents are correct from the start, that the procedure follows the current rules, and that the goods are not stopped or delayed along the way.
What is transit, and why is it used?
Transit is a customs procedure used when goods are transported from one country to another without duty and taxes being paid before the goods reach their final destination country. The purpose of transit is to ensure that the goods can be carried through or out of Norway under customs control, without being cleared for import at an intermediate point.
In practice this means the customs treatment is postponed to the right country, and the charges are paid where the goods are actually to be sold or used. Without transit, goods risk being stopped in border control, or wrongly being charged duty and VAT in the wrong country.
The difference between export and transit
Export and transit are two different customs procedures that are often used together, but they do not cover the same need.
An export declaration documents that goods are taken out of Norway. Once the export declaration is approved, it is assigned a customs ID, a “toll-ID”, which confirms the export. Export ends Norway’s customs responsibility for the goods.
Transit, by contrast, is used when the goods are not to be cleared for import immediately in the next country. Transit makes it possible to transport the goods onwards to the destination country, where the import declaration is lodged and the charges are calculated correctly.
In many cases export and transit are therefore used together, especially in trade with countries outside the EU or when the recipient is not registered in an intermediate country.
Whether you need a transit document or an import declaration, an export declaration is always required.

When is transit from Norway necessary?
Transit from Norway is often necessary when the goods cannot or should not be cleared for import at the first border crossing after Norway. This applies in particular when the buyer is established in a different country from the one the goods physically pass through first.
A typical example is a Polish customer buying goods from Norway, with the goods transported via Sweden. If the Polish buyer has no Swedish VAT number, the goods cannot be cleared for import in Sweden. In such cases an export declaration from Norway is combined with transit, so the goods can travel on to Poland and be discharged against an import declaration there.
In these cases transit ensures that the goods are not stopped in Sweden, and that the charges are calculated correctly in the destination country.
In some cases the goods can instead be cleared for import directly at the border crossing through an import declaration, without using the transit procedure.
Transit combined with a Norwegian import declaration
Transit is not only used at export from Norway, but also when goods arrive in Norway via another country before the final import clearance.
We can assist with discharging transit to Norway and ensuring a correct Norwegian import declaration. This is particularly relevant when goods arrive via the EU and first travel under transit before being imported into Norway.
We make sure the transit is discharged correctly, that the import declaration is lodged through an approved system, and that duty and VAT are calculated correctly at the first attempt.
Who can lodge transit declarations in Norway?
In Norway, ordinary businesses cannot simply lodge transit and customs declarations electronically. Sending such declarations requires access to an approved customs system that communicates directly with Norwegian Customs via TVINN.
In addition, there are requirements for documented customs competence, completed knowledge tests and ongoing compliance with technical and regulatory requirements.
This is why most businesses choose to use a professional customs broker in Norway to ensure correct handling of transit. EasyToll meets all the requirements and can lodge transit and customs declarations on your behalf in a correct, secure and compliant way.

What does EasyToll do in a transit, in practice?
When we handle a transit, we take responsibility for the whole process, from assessment to correct discharge.
We first assess whether transit is necessary, or whether export and import can be carried out directly. We then prepare the right transit documentation, ensure correct commodity classification and value, and lodge the declaration through an approved system.
During transport we follow up when needed, and on arrival we make sure the transit is discharged correctly against an import declaration in the destination country or in Norway. This reduces the risk of stops, inspections and financial consequences.

Frequently asked questions about transit from Norway
What is transit in a customs context?
Transit means that goods are transported through one or more countries without being cleared along the way. Instead, the transit is discharged with an import declaration in the destination country. This is often used when goods are exported from Norway to another country via Sweden or onwards in the EU.
What is the difference between export and transit?
An export declaration documents that the goods are taken out of Norway. Transit is used when the goods are not to be cleared for import at the border, but transported onwards to another country where the import takes place later.
In many cases export and transit are used together. The export confirms that the goods left Norway, while the transit secures lawful transport to the correct country of import. For transit, you are required to refer to the export declaration.
When do I need transit at export from Norway?
Transit is common when the buyer is established in another EU country and does not clear the goods for import at the border. For example, when a Polish customer buys goods from Norway and the goods are to be imported in Poland. The goods can then be moved under transit through Sweden and on to the destination country, where the transit is discharged against an import declaration.
When is transit not necessary?
Transit is normally not necessary if the import can be cleared directly at the first border crossing into Sweden. This applies, for example, when the exporter in Norway acts as the import declarant through a Swedish VAT number, or when the buyer has a valid Swedish VAT number and takes the role of importer. In such cases the goods can be declared for import directly at the border, without using the transit procedure.
Can EasyToll discharge a transit against a Norwegian import declaration?
Yes. EasyToll can assist both with setting up the transit and with discharging it correctly against an import declaration in Norway. This is particularly relevant when goods are returned, redirected or are to be cleared after transport.
Who can set up and handle transit in Norway?
Transit can only be set up through approved customs systems that communicate with Norwegian Customs. Documented customs competence, passed knowledge tests and ongoing compliance with the rules are required. Most businesses therefore choose to use a professional customs broker like EasyToll.
What happens if transit is not handled correctly?
Errors in transit can lead to stops in customs control, demands for additional guarantees, delays or, at worst, financial sanctions. Correct set-up, follow-up and discharge of the transit are decisive for the goods to arrive without problems.
